Key decisions and information shared at the College of Physiotherapists of Ontario’s June 22-23, 2021 Council meeting

 

  • Council observed a moment of silence and approved a $1000 donation to the family of Salman Afzaal, a physiotherapist killed in a terrorist attack in London, Ontario. 
  • Council participated in a three-hour governance education session (not available to the public) facilitated by Brad Quinn of TNG Consultants as part of ongoing governance training the Council will undertake over the coming year.
  • Allison Henry, Director of Health Workforce Regulatory Oversight from the Ministry of Health updated Council the Ministry’s ongoing legislation and regulation. The presentation focused on the Advancing Oversight and Planning in Ontario Health System Act, 2021 which recently passed and the College’s first College Performance Measurement Framework submission.
  • Council discussed the Canadian Alliance of Physiotherapy Regulators (CAPR) plans to re-launch of the Physiotherapy Competency Exam—Clinical, as well as the College’s Entry to Practice Working Group investigation of exam alternatives. The Entry to Practice Working Group provided an update on their research and discussions to date. Staff were directed to further investigate the feasibility of using the Alberta or British Columbia exams as alternative in Ontario should the CAPR exam not take place in September 2021.
  • The College’s Canadian Alliance Physiotherapy Regulators (CAPR) Board representative provided a Council update, highlighting that CAPR had selected a new technology vendor, had run extensive platform testing, and were on track to re-launch a virtual clinical exam in early September 2021.
  • Council was updated on the College’s Standards review process. Council approved a framework based on Standards being grouped by themes and reviewed based on identified priority and risk. See a complete list of the current Standards.
  • A high-level overview of the College’s 2017–2021 strategic plan was shared, as well as an update on a new strategic planning process to take place in the fall of 2021.
  • Annual Committee reports for April 2020 to March 2021 were shared with Council, as well as College program area reports for January 2021 to March 2021.
  • Council approved the Committee slate for 2021–2022. Council discussed the implications of consecutive term limits for non-Council member Committee members as they relate to a recent by-law amendment. 
  • The College’s current auditor, Hilborn LLP, provided an overview of the College’s audited financial statements ending March 31, 2021 and they were approved by Council. As well, Council approved the appointment of Hilborn LLP for the year ending in 2022.
